Consult the CC&Rs
Each HOA has a set of Covenants, Conditions, and Restrictions, or CC&Rs. The CC&Rs set the rules for your community and may address everything from behavioral guidelines to rules for home additions. There is a good chance that your CC&Rs address guidelines that are specific to fence installation. The rules may dictate which materials are acceptable for fences, what colors your fence can be, and how high your fence can be. These rules should form the baseline of your fence design.
